Modern LED headlight assemblies are often replaced whole when only a small portion is damaged, because manufacturers in many cases offer no practical repair for a damaged lens, housing, or electronic component;[1] per a July 2026 study by German insurer Allianz's Allianz Center for Technology (AZT), the average price of a headlight in Germany rose from 708 euros in 2015 to 1,251 euros in 2025, a 77 percent increase.[2] Allianz estimates that roughly 870,000 headlights are damaged every year in Germany,[2][1] & the AZT says repairing a scratched lens is technically possible but currently not permitted in Germany, where only the repair of damaged headlight brackets is approved by the Kraftfahrt-Bundesamt, the Federal Motor Transport Authority.[2] In the study, the AZT called on manufacturers to offer component-level repair options and on lawmakers to integrate those repair methods into the type approval process at the Kraftfahrt-Bundesamt.[2]

Glued construction
Modern light assemblies typically use glue as their main bonding agent.[4] A December 2025 Motor1.com report carried by Focus Online describes the result: cover lens, bezel, frame, housing and electronics are firmly glued together, and separating them without damage is praktisch unmöglich (practically impossible).[5] In the report's example, one stone chip on the Autobahn means the complete headlight is due for exchange, at a cost of several thousand euros.[5]
The AZT's July 2026 study page states:
More extensive repairs, particularly those involving the replacement of electronic components, housings, or lenses, are not provided for by most vehicle manufacturers, even though tested and feasible repair options already exist.
Spare-part prices in Germany
The AZT attributes rising repair costs to the technology shift toward LED & matrix headlights plus current vehicle designs.[2] Depending on brand & model, a single headlight can now cost many thousands of euros;[6] Carscoops, citing Handelsblatt reporting, put the top end at as much as 6,700 euros apiece.[1]
Headlights are not the only part getting dearer. Per calculations by the Gesamtverband der Versicherer, the German insurers' association, reported by dpa in July 2026, trunk lids in the previous year were more than twice as expensive as ten years before, fenders cost over 80 percent more, and windshields were half again as expensive as in 2015; the dpa reported that car insurers raised their own prices sharply as a result.[6]
At a press event in Unterföhring, Frank Sommerfeld, head of Allianz Versicherungs-AG, said of headlights, which are frequently damaged while parking & in other minor mishaps: Bei jedem kleinen Schaden wird der weggeschmissen und durch einen neuen ersetzt (with every small damage, it gets thrown away and replaced with a new one).[6][7] AZT head Christian Sahr likened the practice to discarding an expensive suit because of a missing button, quoted in German by Automobilwoche as Als werfe man einen teuren Anzug wegen eines fehlenden Knopfs weg.[1][8]

Approval rules in Germany
Under § 22a of the German Straßenverkehrs-Zulassungs-Ordnung (StVZO), headlights for high beam and for low beam appear in the list of vehicle equipment that must be executed in einer amtlich genehmigten Bauart (in an officially approved design).[9]

The dpa reported that some parts must be exchanged for new ones when damaged because of official safety rules, with Allianz naming the clear plastic headlight covers as its example.[6] In its July 2026 study, the AZT states that only the repair of damaged headlight brackets is approved by the Kraftfahrt-Bundesamt.[2][7]
Minor scratches and stone chip damage to the headlight cover can be professionally repaired, AZT Managing Director Christian Sahr said in the study, adding that this repair method is currently not permitted in Germany.[2] According to Allianz, repairs in such cases are possible in France & other European countries.[6]

Allianz had made the same demand years earlier. In an October 19, 2022 press release, the insurer called for approval of headlight-glazing repair, stating that repairing a headlight instead of installing a new part saves 98 percent of the CO2 emissions and, on a VW ID.3, up to nearly 1,000 euros per headlight; the 2022 release stated that, while the repair of a headlight housing was permitted in Germany, repair of the headlight glazing was not approved.[10] Christoph Lauterwasser, managing director of AZT Automotive GmbH, said the rule gives away potential for greenhouse-gas reduction and financial relief for drivers, & called it not comprehensible because the process is permitted in other European countries and approved by a number of vehicle manufacturers.[10]
Headlamp definitions and prices in the United States
In the United States, Federal Motor Vehicle Safety Standard No. 108, codified at 49 CFR 571.108, defines a replaceable bulb headlamp as a headlamp comprising a bonded lens and reflector assembly and one or two replaceable light sources, & an integral beam headlamp as a headlamp comprising an integral and indivisible optical assembly including lens, reflector, and light source.[11] Both definitions carry the same exception: a headlamp conforming to paragraph S10.18.8 or paragraph S10.18.9 may have a lens designed to be replaceable.[11]
In a February 21, 1986 interpretation letter, National Highway Traffic Safety Administration Chief Counsel Erika Z. Jones wrote that Standard No. 108 prescribes dimensions only for sealed beam headlamps, which must be either circular or rectangular according to the diameters or length/width dimensions specified.[12] Per the letter, In 1983 Standard No. 108 was amended to allow additional headlighting systems incorporating a replaceable light source; with that type of system, the emphasis on standardization of lighting equipment shifts from size and shape of the unit to the light source itself.[12]
Kelley Blue Book reported in a September 29, 2025 article that sealed headlight units for many modern vehicles cost more than $1,000, with labor on complex jobs adding several hundred dollars.[13] Among its examples: the headlight module for a 2022 Subaru Forester costs between $600 and $900; a 2019 Cadillac XT5, $1,350; a 2018 Volvo XC90, $2,800; the module for a 2019 Tesla Model 3 runs $1,000 or more, not including installation.[13]
Repair guidance in the United Kingdom
Thatcham Research's May 2023 Vehicle Headlamp Repair Insight states that over the course of the last 20 years the cost of replacement headlamps has drastically increased, in some cases reaching as much as 8% of the cost of the total vehicle value when new.[3] As a vehicle ages & its value depreciates, the document states, the result can be an un-economic repair being more likely in low severity scenarios of damage.[3]
Research carried out by Thatcham found that 65 percent of the UK's top 10 selling vehicle manufacturers offer a headlamp mounting bracket repair kit, designed to replace the sacrificial headlamp mounting brackets in some scenarios of damage.[3] The document states that repairs to the headlamp housing or casing are generally prohibited, because damage to the housing may compromise the headlamp's airtight seal & damage internal electrical components.[3]
Thatcham reported seeing a developing trend of some vehicle manufacturers providing a solution to replace a damaged headlamp lens, naming Toyota as one example, & anticipated that the trend may develop further with other manufacturers introducing alternative solutions.[3]
Repair savings and Allianz's demands
Allianz, Germany's second-largest motor insurer, is demanding legal permission for cost-saving repair methods.[7] Bracket repair is already offered as a repair solution by many vehicle manufacturers, yet AZT analyses found damaged headlights are often replaced entirely even where a bracket repair would have been possible; the AZT estimates a bracket repair is feasible in approximately 10 percent of all cases.[2] On a modern LED headlight, a bracket repair alone can save around 46 kilograms of CO2 compared to replacing the entire component, which the AZT puts at an annual savings potential of approximately 4,000 metric tons of CO2 & around 104 million euros.[2]

Describing the AZT's research on reusing headlight internals, Sahr said in the study:
Through our research at the AZT, we have shown that replacing a headlight housing and reusing the electronics within the headlight is technically feasible for many types of damage. For example, replacing the headlight housing is up to 80 percent cheaper and significantly more environmentally friendly than installing a new headlight.
The study calls on manufacturers to take the right to repair seriously and to offer repair options beyond bracket repair: replacing electronic components, housings, or lenses, or professional repainting by a specialist workshop when the lens has superficial scratches or a dull finish.[2][14] In the wording of the AZT's own English version of the study, its demand to lawmakers reads:
We call on lawmakers to require vehicle manufacturers to integrate the above-mentioned effective headlight repair methods, which go beyond owner-performed repairs, into the type approval process at the Kraftfahrt-Bundesamt and to explicitly include the lens as a repairable component.
The German text of the study names the Streuscheibe, the lens, as the component to be added.[14]
Repairable headlight designs
The AZT study points to modern headlight systems in which the bracket, housing, electronics & lens cover can each be swapped on its own, so the entire headlight does not necessarily have to be replaced.[2] Carscoops reported that Toyota was singled out as a positive example: according to Allianz, several components within certain Toyota headlight units can be replaced individually, including the lens, housing, electronics, and mounting hardware.[1] Sahr, as quoted by Carscoops: Toyota shows that it's possible. Why can't anyone else do it?[1]
Mercedes-Benz has developed a headlight in its Tomorrow XX technology program whose components are screwed together rather than glued, designed so that a stone chip that damages only the cover lens means changing only the cover lens.[5] Carscoops wrote that such a lens could be unscrewed and replaced on its own instead of forcing owners or insurers to replace an entire adaptive LED assembly.[4] As of December 2025, Mercedes-Benz was testing the headlight as a research project & had not set a date for series production.[5]
Oracle Lighting introduced what it calls the world's first lensless LED headlight at the 2025 SEMA Show in Las Vegas.[15] According to the company, most modern LED headlights are non-serviceable and must be replaced as a complete unit, often costing thousands of dollars, while its lensless modular architecture lets the daytime running light, high beam, or low beam be replaced individually, by the user with simple tools.[15] Oracle said the system would debut on the third-generation Toyota Tacoma, retail between $800 & $900 per set, & become available beginning in January 2026.[15]
European Union and international rules
Sahr said that with the rise in spare-part prices, the right to repair vehicle headlights is gaining importance.[2] At the EU level, the European Parliament adopted the right to repair directive on April 23, 2024, with 584 votes in favor, 3 against and 14 abstentions.[16] Directive (EU) 2024/1799 was published in the Official Journal of the European Union on July 10, 2024 & entered into force on the twentieth day following its publication.[17]
Under Article 5 of the directive, manufacturers that make spare parts and tools available for goods covered by the Union legal acts listed in Annex II must offer those spare parts and tools at a reasonable price that does not deter repair, & they may not use contractual clauses, hardware or software techniques that impede the repair of those goods unless justified by legitimate and objective factors including the protection of intellectual property rights.[17] Under Article 1(3), Articles 5 and 6 apply only to goods for which, and to the extent that, repairability requirements are provided for by Union legal acts listed in Annex II.[17] Annex II lists ten product categories, among them household washing machines and household washer-dryers; household dishwashers; refrigerating appliances; electronic displays; vacuum cleaners; and mobile phones, cordless phones and slate tablets.[17] Motor vehicles and vehicle lighting do not appear in the Annex II list.[17] Under Article 22, member states must bring into force the laws, regulations and administrative provisions necessary to comply with the directive by July 31, 2026 at the latest.[17]

UN Regulation No. 149, the United Nations Economic Commission for Europe's uniform provisions for the approval of road illumination devices for power-driven vehicles, provides in paragraph 4.5.2.7 that an LED module shall be only removable from its device with the use of tools, unless it is stated in the communication sheet that the LED module is non-replaceable.[18] For a replaceable LED module, paragraph 4.5.3.2.6 provides that the removal & replacement of the module shall be demonstrated to the satisfaction of the Technical Service.[18] Under Annex 9, paragraph 1.4.1, when an LED module is removed & replaced by another module provided by the applicant & bearing the same light source module identification code, the photometric requirements of the headlamp or AFS system shall be met.[18]
In EU design law, Regulation (EU) 2024/2822, which amends Council Regulation (EC) No 6/2002 on Community designs, inserted a repair clause as Article 20a; the clause reads:
Protection shall not be conferred on an EU design which constitutes a component part of a complex product upon whose appearance the design of the component part is dependent, and which is used within the meaning of Article 19(1) for the sole purpose of the repair of that complex product so as to restore its original appearance.
The regulation applies from May 1, 2025, with a listed set of its amending points applying from July 1, 2026.[19]
